The study looked into the billing system of the Bontoc General Hospital. It specifically looked into the level of knowledge of the respondents on the policies/guidelines, procedure and strategies of the billing system of the Bontoc General Hospital, the extent of implementation and the degree of effect of factors affecting said implementation. The questionnaire-checklist was used to gather data from 370 respondents composed of hospital staff members and patients of the Bontoc General; Hospital during the calendar year 2007. The data were supplemented by interviews, observations and picture materials. The respondents are moderately knowledgeable on the policies/ guidelines, procedure and strategies of the billing system of the Bontoc General Hospital and that there is significant difference of the perceptions of the two groups of respondents on their level of knowledge; the policies/guidelines. Procedure and strategies of the Bontoc General Hospital are moderately implemented and there is a significant difference of the perceptions of the two groups of respondents on the extent of implementation, and the degree of effect of the factors affecting the implementation is of great effect and that there is no significant difference on the perception of the two groups of respondents o the degree of effects of the factors affecting the implementation of the billing system of the Bontoc General Hospital.
As a result, the following recommendations are offered: Hospital staff members to conduct more information dissemination on the aspects of the billing system of the hospital through meetings and conferences with the hospital staff members and conversing with watchers of patients and the patients; prepare and distributed bulletins of information on the billing system of the hospital to the hospital staff members and to the patients upon discharge; periodic monitoring of the implementation of the policies/ guidelines, procedures and strategies of the billing system of the hospital; preparing and posting a Flowchart on Billing Procedure; relocating the Billing, Cash, Pharmacy and Social Worker Office to be adjacent to or near each other, Coordination between the hospital and Philhealth Office to come up with more simplified and user-friendly Medicare claim attachments; upgrading of billing system and equipment such as computers through an effective specialized billing software for the hospital; consider the office space suitable to billing purpose; and request additional manpower. For the patients, proper attitude management can be of great help in the improvement of the billing system.
