Dissertation note: Undergraduate Thesis (Bachelor of Arts in Political Science)-- Mountain Province State Polytechnic College, 2001 Summary: This study was conducted to assess the implementation of the People's Law Enforcement Board (PLEB) activities in Bontoc, Mountain Province for the Calendar Year 2000. Specifically, the study answered the following questions: 1. What is the level of attainment of the PLEB objectives in Bontoc, Mountain Province? 1.1 Is there a significant difference in the perceptions of the PLEB members, Munciipal Philippine National Police (PNP), Mobile PNP and the Provincial PNP as to the level of attainment of PLEB objectives? 2. What is the extent of implementation of the different PLEB procedures in Bontoc, Mountain Province? 2.1 Is there a significant difference in the perception of the PLEB members, Municipal PNP, Mobile PNP and Provincial PNP as to the extent of implementation on the different PLEB procedures? 3. What is the extent of effect of the different PLEB activities on the PNP work performance? 3.1 Is there a significant difference in the perception of PLEB members, Municipal PNP, Mobile PNP and Provincial PNP as to the extent of effect of the different PLEB activities on PNP work performance? This study made use of descriptive method of research with the questionnaire as the main data-gathering instrument. There were 27 respondents involved and these were divided into: 5 PLEB members, 7 Municipal PNP, 8 Mobile PNP and 7 Provincial PNP personnel in Bontoc, Mountain Province. The data gathered were tabulated and analyzed with the use of appropriate statistical tools. Weighted mean and ranking were used to analyze the level of attainment of the PLEB objectives, the extent of implementation of the different PLEB procedures and the extent of effect of PLEB activities on PNP work performance. Friedman's test was used to determine if there were significant differences on the perceptions of the PLEB members, Municipal, Mobile and Provincial PNP personnel in the variables earlier mentioned. The level of significant used was at 0.05. The salient findings of the study were as follows: 1. The perceptions of the PLEB members on the level of attainment of their objectives had a grand mean of 4.3 described as "much attained". When taken separately, the Municipal PNP had a mean perception of 4.2 described as "much attained". The Mobile PNP had a mean perception of 3.3 described as "moderately attained". The Provincial PNP had a grand mean perception of 3.4 described as "moderately attained". Statistical analysis using Friedman's test revealed a computed X2 value of 4.95, is lesser than the critical x2 value of 7.815 at 0.05 level of significance with a degree of freedom of 3. This means that the PLEB, municipal mobile and provincial PNP personnel looked at the level of attainment of PLEB objective at the same degree. 2. The extent of effect of the different PLEB procedures on PNP procedures in Bontoc, Mountain Province had a grand mean rating of 3.3. the PLEB members with a mean of 3.7; the Municipal PNP with a mena of 3.4; Mobile PNP with 3.1; and the Provincial PNP a mean of 3.0 Statistical analysis using Friedman's test point out that there is no significant difference on the perceptions of the PLEB members, municipal, mobile and provincial PNP personnel on the extent of implementation of the different PLEB procedures. The computed x2 value of 3.129, is lesser than the critical x2 value of 7.815 at 0.05 level of significance with degree of freedom of 3. This means that the 4 groups of respondents looked at the extent of implementation of different PLEB procedures at the same degree. 3. The extent of effect of the different PLEB activities on PNP work performance in Bontoc, Mountain Province had a grand mean of 4.1 described as "much effect". When taken separately, the PLEB has a mean of 3.9, the Municipal PNP had a mean perception of 4.3 described as "much effect". The mobile PNP had a mean rating of 3.9 described as "much effect". And provincial PNP had a mean rating of 4.0 described as "much effect". Statistical method using Friedman's test revealed a computed x2 value at 5.44 is lesser than the critical x2 value of 7.815 at 0.05 level of significant with a degree of freedom of 3. This means the perception of the four (4) groups when compared are on the same level. PLEB members, the municipal, mobile and the provincial PNP personnel looked at the extent of effect of the different PLEB activities on PNP work performance at the same degree. Conclusion: In the light of the findings of the study following conclusions are drawn: 1. The respondents perceived the attainment of the PLEB objective in Bontoc, Mountain Province to be much attained. However, when compared, the PLEB members, the municipal, mobile and provincial PNP personnel perceived the degree of the attainment of these objectives on the same level. 2. The respondents perceived the extent of implementation of the different PLEB procedures to be much implemented. The four groups of respondents perceived in the same degree the implementation of the different PLEB procedures. The respondents perceived the extent of effect of the different PLEB activities on PNP work performance to have "much effect". 3. The respondents perceived the extent of effect of the different PLEB activities on PNP work performance to have much effect. The perceptions of the four groups of respondents when compared on the extent of effect of the PLEB activities on PNP work performance were found to be on the same level. Recommendations: Based from the findings and conclusions, the following recommendations are thus given: 1. The PLEB member should continue to exert greater effort in being true and loyal to their objectives by practicing higher level of impartiality in their enforcement to achieve such objectives. 2. Greater transparency in the way PLEB members do their jobs to achieve their objectives should be under taken through wider information dissemination channels. 3. The implementation of PLEB procedures should be taken seriously by the PLEB members to establish greater credibility and integrity as an enforcing board. 4. Impartiality and transparency in the way the PLEB enforces procedures to all cases should always be their standard operating procedure. 5. There should be a regular dialogue between the police force and the PLEB to achieve closer relationship and better understanding among themselves for the improvement of their respective roles and responsibilities to the public. 6. There should be seminars held where both groups would be updated on new rules and policies relative to their respective concerns which affect both of them.

3. The respondents perceived the extent of effect of the different PLEB activities on PNP work performance to have much effect. The perceptions of the four groups of respondents when compared on the extent of effect of the PLEB activities on PNP work performance were found to be on the same level.
Recommendations:
Based from the findings and conclusions, the following recommendations are thus given:
1. The PLEB member should continue to exert greater effort in being true and loyal to their objectives by practicing higher level of impartiality in their enforcement to achieve such objectives.
2. Greater transparency in the way PLEB members do their jobs to achieve their objectives should be under taken through wider information dissemination channels.
3. The implementation of PLEB procedures should be taken seriously by the PLEB members to establish greater credibility and integrity as an enforcing board.
4. Impartiality and transparency in the way the PLEB enforces procedures to all cases should always be their standard operating procedure.
5. There should be a regular dialogue between the police force and the PLEB to achieve closer relationship and better understanding among themselves for the improvement of their respective roles and responsibilities to the public.
6. There should be seminars held where both groups would be updated on new rules and policies relative to their respective concerns which affect both of them.
