The study was conducted to assess the performance of duties of the CAFGU members in relation to the suppression of insurgency problems in Barlig, Mountain Province for the calendar year 1998-1999. The descriptive method of research was employed with the questionnaire as the main gathering tool.
There were ninety-six (96) respondents involved and broken down as follows: eight (8) Philippine Army men assigned in Barlig; twenty-one (21) elective officials of the town; and sixty-seven (67) CAFGU members. Specifically, the following questions were answered:
1. What is the extent of performance of duties of the CAFGU members in relation to suppression of insurgency problems in Barlig, Mountain Province? Is there a significant difference on the perceptions of the PA men, elective officials and CAFGU members on this matter>
2. What is the degree of seriousness of problems met by the CAFGU men in the performance of their duties? Is there a significant difference on the perceptions of the PA men, elective officials and CAFGU men on this regard?
The data gathered were tabulated and analyzed by the use of the appropriate statistical tools. Weighted mean was used to determine the extent of performance of duties of the CAFGU men and the degree of seriousness of problems met. to determine significant difference of perceptions of the three groups of respondents, One-way Analysis of Variance (ANOVA) was used at 0.05 level of significance.
The salient findings of the study were as follows:
1. The CAFGU men “much performed” their duties related to solving insurgency problems in Barlig, Mountain Province with a mean of 3.904. This was the collective perception of the Philippine Army men, elective officials and CAFGU men.
Comparing the perceptions of the three groups of respondents, statistical analysis revealed a computed F-ration of 6.522. This was greater than the critical F-value of 3.88 at 0.05 level of significance. Further analysis using Tukey’s Honestly Significant Difference Test revealed that the perception of the elective officials differs from those of the PA men and CAFGU members. The perceptions of the PA and CAFGU men do not differ significantly.
2. The problems met the CAFGU members were perceived to be “moderately serious” with a mean of 3.052.
Analysis of variance (ANOVA) revealed a computed F-ration of 14.2798, which was greater than the critical F-value of 3.47 at 0.05 level of significance. Further analysis using Tukey’s HSD test revealed that the perceptions of the elective officials significantly differ from those of the PA and CAFGU men. The perceptions of the two did not differ significantly.
In the light of the findings of this study, the following conclusions were arrived at:
1. The CAFGU members are performing well in their duties in relation to suppressing insurgency problems in Barlig, Mountain Province.
2. The problems encountered by the CAFGU members in carrying out their duties related to solving insurgency problems in Barlig, Mountain Province are moderate in seriousness.
Based from the findings and conclusions, the following recommendations are forwarded:
1. Due to their good performance, it is recommended that the CAFGU members of the Armed Forces of the Philippines receiving basic salary not allowances to uphold their morale and standard living.
2. To be more vigilant in their assigned tasks, the CAFGU members should be retrained on combat operations and intelligence data gathering.
3. They should also be re-trained on marksmanship where they will familiarize with their firearms. They must be issued sufficient ammunitions and to use these only in times of emergencies.
4. The CAFGU leaders should be issued hand-held radios in order to make easy contact with their superiors and other friendly forces operating in the locality.
5. The issuance of uniforms should be done every six months in order that the last uniform they received two years ago will be replaced. This will make them appear decent, believable and dignified in the performance of their duties.
6. There should be an orientation among the barangay officials as to the role of CAFGU members in suppressing insurgency problems. This would make the civilian army more functional in the eyes of the public officials.
