Dissertation note: Undergraduate Thesis (Bachelor of Arts in Political Science)-- Mountain Province State Polytechnic College, 2001 Summary: This study was conducted to look into the delivery of fire protection services rendered by the Bontoc Fire Station, Bontoc, Mountain Province for the calendar year 2000. The questions answered were: 1. What is the level of effectiveness of the fire protection services rendered by the Bontoc Fire Station as perceived by the respondents? Is there a significant difference on the perceptions of the Bontoc Fire Station personnel, residents of Poblacion and businessmen of Bontoc as to the effectiveness of the services rendered by Bontoc Fire Station? 2. What is the degree of seriousness of problems encountered by the personnel of the Bontoc Fire Station in the delivery of fire protection services in Bontoc, Mountain Province? Is there a significant difference on the perceptions of the three groups of respondents on this matter? The descriptive method of research was used in the study. It involves 44 respondents broken down into 14 BOntoc Fire Station personnel; 20 randomly selected residents in residential areas in Poblacion, Bontoc,; and 10 businessmen within the commercial center. The responses of these respondents were tabulated, presented and analyze using appropriate statistical tools. Descriptive statistics such as weighted mean and ranking were used to analyze the effectiveness of the services rendered by the Bontoc Fire Station; and the degree of seriousness of problems met by the Bontoc Fire Station personnel in the delivery of their services. To compare the perceptions of Bontoc Fire Station personnel, residents and businessmen, Friedman’s test (Two-way ANOVA Model) was used at 0.05 level of significance. The findings of the study are as follows: 1. The Bontoc Fire Station is “moderately effective” in rendering its fire protection services. This was shown by a grand mean of 3.21. When taken separately, the mean perception of the fire station personnel was 3.66 (effective); Poblacion residents had 3.03 (moderately effective) and the businessmen had a mean perception of 2.92 (moderately effective). Statistical analysis showed no significant differences between the means of the three groups of respondents. The computed Xr² value of 5.991 at 0.05 level of significance with a degree of freedom of 2. 2. The problems encountered by the Bontoc Fire Station personnel in conducting their fire protection services were “moderately serious”. This was shown by a grand mean rating of 3.42. The fire station personnel and the Poblacion residents perceived the problems to be “moderately serious”. This was shown by a grand mean rating of 3.42. The fire station personnel and the Poblacion residents perceived the problems to be “moderately serious” with means of 3.21 and 3.48, respectively. The businessmen thought the problems were “serious” with a mean of 3.52. Friedman’s Test revealed that there is no significant difference between the mean perceptions of the three groups of respondents. The computed Xr² value of 5.056 was lesser than the critical X² value of 5.991 with a degree of freedom of 2. In the light of the findings of the study, the following conclusions are drawn: 1. The fire protection unit of Bontoc, Mountain Province is moderately effective in the delivery of its fire protection services. The Bontoc Fire Station personnel, the residents of Poblacion, Bontoc and the businessmen in the commercial center share a common notion on this. 2. The problems encountered by the Bontoc Fire Station personnel in the delivery of their fire protection services were moderately serious. The three groups of respondents have a common perception on the degree of seriousness of these problems. Based on the findings and conclusions arrived at, the following recommendations are given: 1. It is recommended that the Bontoc Fire Station should be subjected to modernization by the DILG in terms of facilities; more rigid trainings for firemen; and other needs so as to attain a higher degree of effectiveness in their services. 2. The firemen should undertake more medical service trainings because this appeared to be the least effective among the services rendered by Bontoc Fire Station. 3. Non-functional stand pipes and other firefighting equipment should be replaced in preparation for fire calamities. Perhaps, the benevolence of the businessmen and civic-minded citizens be tapped to dole out cash or material form of assistance on this matter.
