Dissertation note: Undergraduate Thesis (Bachelor of Science in Criminology)-- Mountain Province State University, 2024. Summary: Motorcycle accidents are a significant public health concern in the Philippines, leading to numerous fatalities and injuries. The Motorcycle Helmet Act of 2009 (RA 10054) was enacted to address this issue by mandating helmet use for all riders and passengers. This study evaluates the implementation of the Act in Poblacion, Natonin, Mountain Province, using a quantitative descriptive design and a questionnaire checklist administered to 27 respondents (7 PNP personnel and 20 residents). Findings reveal that the Act is highly implemented, with the PNP actively enforcing its provisions. However, significant barriers to full compliance include social resistance, limited access to helmets, and a lack of awareness and education. The study recommends stricter and fairer enforcement of penalties, increased police visibility, and greater community engagement to improve compliance and reduce motorcycle-related accidents in the municipality.
